Since Crescel’s inception, Mr. Passalacqua has overseen all aspects of the organization, guiding its growth from foundational innovation to global deployment with an emphasis on real-world impact.

Mr. Passalacqua brings a broad and multidisciplinary educational background, with a foundation in finance from the University of Miami and advanced studies and certifications from top-tier institutions across fields including corporate finance, U.S. government, contract law, central banking, strategic management, digital innovation, and international relations. He has extensive experience working with senior government leaders, ministries, and institutional partners worldwide, and has developed strong relationships across the United States, the Middle East, and Asia. His leadership is defined by the ability to bridge innovation with policy, regulation, and large-scale implementation—positioning Crescel to serve as a meaningful contributor to global health priorities and public sector initiatives.

Peter J. Passalacqua, Chairman Emeritus of Crescel, was the visionary innovator behind the company’s foundational technology and intellectual property. Over a distinguished career spanning more than four decades, he led advancements in research, product development, regulatory strategy, and large-scale manufacturing while working with some of the world’s most influential corporations and institutions. He was called upon to contribute to FDA advisory panels, where he developed deep expertise in navigating complex regulatory environments and advancing breakthrough technologies.

Mr. Passalacqua collaborated extensively with leading universities, medical schools, top scientists, and government agencies across the United States and internationally, building a uniquely broad and interdisciplinary foundation in biochemistry and human health. In his later years, he devoted more than 15 years to refining pioneering insights aimed at improving human health—work that ultimately became the basis of Crescel’s core technology. Following his passing, his son, Peter J. Passalacqua, Jr., who worked closely alongside him since Crescel’s inception, has carried forward his vision and leadership. Richard Williams

Richard T. Williams, President of Crescel, brings extensive leadership experience in building and scaling innovative, high-growth ventures at the intersection of technology, healthcare, and global enterprise. As a key participant in Crescel’s founding, Mr. Williams has played an integral role in shaping the company’s strategic direction and operational execution, helping guide its evolution from early development to a platform positioned for broad clinical and commercial impact.

Mr. Williams’ background includes senior executive and board-level roles at globally recognized organizations, including America Online (AOL) Japan, where he contributed to the expansion of one of the world’s most influential digital platforms into international markets. His prior experience spans positions with Sony, Digital Equipment Corporation, Johnson & Johnson, and NASA, reflecting a rare breadth across technology, healthcare, and advanced systems environments. He holds a Bachelor of Science in Electrical Engineering from Rensselaer Polytechnic Institute and an MBA from Harvard Business School. Known for his ability to operationalize complex innovations and build strategic partnerships, Mr. Williams plays a central role in advancing Crescel’s mission to deliver scalable, high-impact solutions to global healthcare challenges.

Dr. Roberta Shapiro

Dr. Roberta F. Shapiro, FAAPM&R, serves as Chief Medical Officer of Crescel, bringing decades of clinical and academic leadership in physical medicine and rehabilitation. She is an Assistant Clinical Professor in the Department of Rehabilitation & Regenerative Medicine at Columbia University Medical Center/NewYork-Presbyterian, where she has contributed to advancing patient care and physician education since 2007. With nearly 40 years in medicine and extensive experience treating complex acute and chronic musculoskeletal and inflammatory conditions, Dr. Shapiro is widely recognized for her comprehensive, patient-centered approach. Her distinction is reflected in repeated recognition in Who’s Who in Medicine & Healthcare and multiple selections as one of The Best Doctors in America.

Dr. Shapiro’s clinical experience with Crescel has directly informed her role, particularly in the treatment of difficult-to-heal wounds and skin conditions relevant to high-risk patient populations. In her practice, she has observed rapid and meaningful improvements in cases such as diabetic and vascular wounds and pressure ulcers, post-procedural skin damage, and other treatment-resistant wounds—often where the spectrum of conventional approaches have failed. These outcomes, including substantial wound closure within weeks in severe cases, underscore Crescel’s potential as a uniquely valuable tool for clinicians serving veterans and other patients with complex wound care needs.

Thomas Shirk

Thomas Shirk serves as Chief Business Development Officer, bringing decades of global leadership experience in building and scaling high-impact businesses. He is a seasoned executive with deep expertise across product development, strategy, sales, and operations, and a proven ability to grow complex organizations in both commercial and public sector environments. Mr. Shirk spent nearly 20 years at SAP, where he held multiple senior leadership roles worldwide, including President of SAP Global Public Services and SAP Public Services Inc. in Washington, D.C., overseeing strategic initiatives and growth across government-focused markets.

Throughout his career, Mr. Shirk has worked closely with U.S. government agencies and international public sector organizations, driving large-scale technology adoption and operational transformation. His background also includes early leadership roles as a founding member and executive of SAP Japan, where he helped establish and expand SAP’s presence across Asia, as well as experience with Electronic Data Systems supporting government clients in the U.S. and Europe. At Crescel, he leverages this unique combination of public sector expertise and business-building experience to guide strategic growth, partnerships, and deployment initiatives—particularly in support of government and healthcare systems seeking scalable, high-impact solutions.
